CA Releases Revised Draft ESSA State Plan

08.09.2017 The California Department of Education (CDE) released a revised draft of California’s Every Student Succeeds Act (ESSA) State Plan.

In a memo [DOC] to the State Board of Education (SBE), State Superintendent of Public Instruction Tom Torlakson, reasserts that state law should take priority and drive the development of California’s State Plan. The state law that Superintendent Torlakson is referring to is the Local Control Funding Formula (LCFF), which was enacted in 2013-14 and overhauled the state’s education funding structure.

The LCFF was designed to fund schools more equitably, provide more local control to districts, and measure student achievement more broadly. The LCFF created an opportunity for school districts to support effective, non-traditional education strategies. Several districts have taken advantage of this opportunity by addressing student hunger and supporting the school meal programs.

As California works to align and fully implement state (LCFF) and federal (ESSA) education policies, the California Food Policy Advocates (CFPA) recommends that the state explore opportunities to more fully integrate health and wellness into its accountability system, the California School Dashboard, and needs assessments.
