7.1.2013 On June 27th Governor Brown signed California’s 2013-2014 budget. The budget includes a $50.8 million increase for child care and development, with $25 million for state preschool, $10 million to expand non-CalWORKS child care, and $15.7 million to backfill the federal “sequestration” reductions. This is the first time in 6 years that the budget does not include cuts to child care!
While this is a positive first step, these reinvestments are modest. California policymakers have cut annual funding for child care programs by more than $900 million since 2007-2008, resulting in the elimination of more than 110,000 child care and preschool slots. This includes the 2012-2013 elimination of $10.1 million from the non-Proposition 98 General Fund, which was designated as state supplemental meal reimbursement to the federally-funded Child and Adult Care Food Program (CACFP) for participant child care centers and nonprofit sponsor organizations of family child care providers.
We are pleased to report that state legislators have indicated an interest in pursuing additional child care reinvestments in January when billions of dollars of new revenue are expected to be realized. CFPA will seek input from our partners as we continue to advocate for the restoration of child care nutrition funding.
