NEW PPIC Report: How Did CA’s Safety Net Respond During Recession?

A new report from the Public Policy Institute of California (PPIC) analyzes how well the state's safety net programs respond to surges in need during recessions. The report provides valuable insights for policymakers to consider when making decisions about how to bolster programs that are intended to help households that fall on hard times during economic crises.
Among the report's key findings:
- Participation increased after the Great Recession.
- The need for safety net benefits grew during the last economic recovery.
- Gaps persist, especially among working-age adults without dependents (ABAWDs) and undocumented immigrants.
The report makes a number of recommendations to state decisionmakers, including:
- Addressing gaps in federal relief for adults without dependents and undocumented and mixed status families.
- Improving multi-program enrollment and referral systems.
- Continuing to increase participation among eligible Californians.
