SB 1002 Passed Assembly Appropriations

8.18.2014 On Thursday, August 14, SB 1002 (De Leon) Aligning Opportunities for Health passed the Assembly Appropriations Committee. Next, SB 1002 will be heard on the Assembly Floor before August 31. We’d like to thank Senator De León, our co-sponsor, Western Center on Law and Poverty, and all of our partners whose hard work has ensured SB 1002’s success thus far!

Amendments 
In order to address concerns raised in the Assembly Appropriations Committee and to ensure passage to the floor, SB 1002 was amended. The amendments, described below, preserve the intent of the bill and will improve the likelihood of dual enrollment between Medi-Cal and CalFresh, while reducing the number of duplicate reports eligible families are required to submit.

  • SB 1002 now clarifies that a county may renew a person’s Medi-Cal coverage if they are enrolled in CalFresh – seeking indefinite extension of what is referred to as Express Lane Eligibility.
  • SB 1002 now requires that the Department of Social Services seek federal approval to use Medi-Cal enrolment to grant eligibility for CalFresh. If approved this change would further the Express Lane Eligibility option as a model for using existing information to determine eligibility for another program. In this case, using existing Medi-Cal information to determine potential CalFresh eligibility.
