The Food4All proposal would expand California Food Assistance Program (CFAP) nutrition benefits to California immigrants of all ages, who have been excluded from CalFresh solely due to their immigration status. In January, the Governor included funding in his 2022-2023 proposed budget to remove exclusions from the CFAP regardless of their immigration status, but only for Californians ages 55 and older.
This budget proposal will be heard at the Senate Budget Subcommittee 3 on Health & Human Services tomorrow, Thursday March 3, 2022 as soon as the Senate floor session ends, which may be between 10:00am and 11:00am. State budget leaders need to hear that we need full Food4All funding. We encourage you to call into the hearing to make your voice heard. All public comments will be taken at the end of the hearing.

There are 3 ways to support Food4All:
1) Submit your comment via email: If you are unable to provide your comment on the phone, you may also send your comment via email to the committee at SBUD.Committee@senate.ca.gov
2) Add your org to a list of supporters: If you are unable to provide your comment on the phone, a Food4All coalition representative will list your organization as a supporter. Please send your name, email, and organization to Muneera Gardezi at muneera@nourishca.org to be listed in support during the hearing.
3) Call in to provide public comment: Call in to show your public support. Call information below.

- Once the public comment period begins, please dial: 844-291-6364, Enter access code: 353 12 83
- Once you are in the “virtual waiting room”, please mute your phone line.
- Enter 1 then 0. You should hear a prompt that says “You are in queue”. Do not press 1 then 0 again! This will remove you from the queue.
- Be patient and wait until an operator joins your line. The operator will assign you a number. Write that number down and wait for the committee to announce your number.
- Once public comment begins, the operator will begin calling out line numbers for public comment. The numbers will not necessarily be called in order. When your number is announced, you are live! Please unmute your phone and state your comment.
- Comments will be limited to 1 minute. Please stay under the time limit so the Chair does not cut you off before you are finished.
Sample Script: Hello, My name is [name and title] with [name of organization], and I live in [your location]. I am here in strong support of the Food4All proposal. We urge the members of this committee to fully fund Food4All to provide food assistance to Californians of ALL ages, regardless of immigration status. No Exceptions. No Exclusions.
Feel free to add any one of these talking points to the end of your script: (keep in mind this should be a total of 1 minute max.)
- We are pleased about the proposal to expand CFAP access to those 55 and over but we urge the state to expand access to everyone, regardless of age and immigration status.
- We believe everyone should have access to nutrition benefits, regardless of their age or immigration status.
- We support Food4All because it will mitigate hunger and poverty by ensuring that our state nutrition systems do not discriminate on the basis of immigration status.
- Food4All is a permanent solution that addresses the longstanding issue of food insecurity in immigrant communities.
- California has the power to make CFAP more inclusive and be a model for the rest of the nation.
- Create your own, but remember to keep it short, under one minute!

La propuesta Food4All ampliará los beneficios nutricionales del Programa de Asistencia Alimentaria de California (California Food Assistance Program, CFAP) a los inmigrantes de California de todas las edades, que han sido excluidos de CalFresh únicamente debido a su estatus migratorio. En enero, el Gobernador incluyó fondos en el presupuesto que planteó para el año 2022-2023 para eliminar las exclusiones del CFAP para los californianos de 55 años o más, independientemente de su estatus migratorio.
