SB 1254 (Becker) Needs Your Support to Pass Senate Appropriations

Now that SB 1254 (Becker) has passed out of its policy committees, the bill is up for discussion in the Senate Appropriations Committee. Join us in asking the Senate Appropriations Committee to move the bill on to the Senate Floor and one step closer to ensuring people leaving jails or prisons have timely access to basic needs like food.

California’s Failure to Optimize CalFresh is a Missed Economic Opportunity

Oakland – California has the highest rate of poverty in the nation, yet consistently has one of the lowest enrollment rates in the Supplemental Nutrition Assistance Program (SNAP), also known as CalFresh. An estimated 2.7 million eligible Californians are not receiving their benefits. Beyond the direct impact on food insecure households, Nourish California's new report Lost Dollars, Empty Plates reveals the rippling effect this failure has on our state’s economy.

SNAP/CalFresh is one of the most powerful safety net programs in our nation, yet enrollment rates remain low because clients must navigate an overly complicated and burdensome application process. Certain populations encounter challenging barriers. For example, college students often face additional requirements that make it unachievable to meet while juggling a full course load. Even if individuals are able to apply for CalFresh, a quarter of survey respondents experienced unfair treatment when applying for CalFresh. This results in eligible Californians being less likely to apply for or use CalFresh, or even finish an application.

CalFresh is fully funded by the federal government and that funding pot grows and shrinks with the number of people receiving these benefits. More eligible individuals that receive CalFresh means more federal dollars that are available for the state. Research by the USDA shows that every dollar in federal SNAP/CalFresh expenditures generates $1.54 in economic activity. Once spent, these dollars activate the local economy and support the farmers, retailers, and other workers in our food system. By missing eligible individuals, California is actively harming the well-being of our communities both in their kitchens and their jobs.

It is vital that we reach the millions of households affected by food insecurity in our state. If CalFresh reached all eligible individuals, California would receive $3.5 billion in additional CalFresh dollars from the federal government each year. As a result, benefits would improve food security and strengthen state, local, and household economies. California must set bold, but achievable goals to increase CalFresh participation, ensuring improved access and customer service throughout the enrollment process.

One in five Californian’s struggle with food insecurity, yet the state is missing out on billions of dollars in federally-funded food assistance each year. As the Governor and Legislature look for solutions to solve the budget shortfall, they should do everything to maximize federal resources — including CalFresh — which is proven to reduce hunger, improve health, and boost the state’s economy.”

“At the San Francisco-Marin Food Bank we are often the last line of defense for more than 50,000 households struggling with food insecurity. And while we know we play an important role in addressing hunger, food banks alone can’t solve the hunger crisis. CalFresh is in fact one of the most effective anti-hunger and anti-poverty tools we have. It ensures that our low-income neighbors have money to buy the groceries they need and prefer. Which is why we are troubled by the number of eligible Californians who aren’t accessing this vital resource and are committed to advocating for solutions that reduce barriers to access and increase benefit levels for all Californians.”

Each year, the much anticipated CalFresh Forum brings together hundreds of key partners, administrators, advocates, and community members from across the state to acknowledge outstanding work, identify opportunities, and discuss strategies to improve the reach and impact of CalFresh. 

Nourish California is proud to host a one-day 2024 Calfresh Forum in partnership with the California Department of Social Services CalFresh Branch.

  • Registration will open at 9:00 AM, and Welcome remarks will begin at 10:00 AM.

Where: San Jose Women’s Club & The Whova Virtual Platform 

We will be hosting moderated panels that emphasize conversational engagement over presentations. The format aims to facilitate dynamic interactions among panelists and audience members, fostering meaningful dialogue and exchange of ideas. Our goal is to create an inclusive and participatory atmosphere where panelists can interact with each other and engage directly with attendees.

Take Action! Tell State Budget Leaders to Save CalFresh Fruit and Vegetable Benefits

CalFresh participants are at risk of losing benefits. The CalFresh Fruit and Vegetable EBT program served 38,000 households in January 2024, earning $1.6 million of incentives per month.  Because the program is so successful, its funding will be spent down by April 14, 2024. As a result, Californians with low-income will lose up to $60/month for fresh and vegetables – which will make it even harder to buy the food they need at a time of historically high food prices.

The legislature and governor need to put at least $30 million in this year's state budget to help people afford more healthy food for at least 12 more months.

Background

CalFresh helps more than five million people put food on the table. But federal benefit levels limit purchasing power, especially in the face of California’s relentlessly high cost of living. For the majority of CalFresh participants, benefits do not last through the whole month.

Recognizing the potential for supplemental benefit programs to fight hunger and support California's economy, the state funded the Fruit and Vegetable EBT program in 2018. The program provides 75,000 CalFresh participants with up to $60 a month in rebates when they buy fresh fruits and vegetables with their CalFresh benefits. The program is providing a total of $2 million in food assistance across the state each month. 

The CalFresh Fruit and Vegetable EBT program has been a great success, but now is being forced to end. Due to the program's popularity, the funding for it has run out far faster than anticipated.

We need the Legislature and Governor to include at least $30 million in the state budget to keep the program going and help more California families. That's only 0.015% of the overall state budget. This program is cost-effective, efficient, and critical. At a time of tight budgets – for both the state and millions of Californians – it's an investment that is absolutely worth continuing.

Extreme Weather Makes It Harder for Californians to Access Food

Food equity organization reveals findings on barriers to food security in California

LOS ANGELES - February 5, 2024 - Intense rain and wind rushed through California this weekend, concentrating in the Southern California coast. Los Angeles residents were warned of possible life-threatening conditions, such as flash flooding and rough surf. Extreme weather like this storm is becoming an increasingly common barrier to food security in California. Nourish California, a nonprofit that increases equitable access to food through policy change and research, partnered with Fairbank, Maslin, Maullin, Metz & Associates (FM3) to conduct focus groups and a statewide survey. Their findings reveal the harmful impact of extreme weather and other barriers on peoples’ ability to access food in California.

Two-thirds of survey respondents experienced extreme weather in the past year. As a result, two in five say extreme weather impacted their ability to get food. Reasons for this ranged from interruptions to their income that made it hard to afford food to a lack of food in stores. The increased cost of food during and after the event was cited as the biggest challenge for 76 percent of respondents. Speaking on this budgeting hardship, a participant in a Filipino/Tagalog language focus group shared, “Before we buy beef, now we buy chicken because it is cheaper and you eat more—now you have a conscious choice of what you buy to prolong to save or to stretch your money for food and aside from that there was also a change—its like you are not as wasteful.”

Even without extreme weather conditions, middle and low-income Californians continue to worry about running out of money to buy food. Fewer than one in five survey respondents are able to “always” get the food they need. But instead of supporting these communities by funding and expanding vital programs like WIC and CalFresh, cuts and inaction to fully fund them persist. “If they take [the WIC fruit and vegetable package] away it will be less produce coming into the house in fruits and vegetables for the children. We would have to spend a lot more than what we were spending before,” said a participant from a Spanish language focus group. Our state and federal leaders must do more to permanently provide support for all Californians to afford enough to eat.
